To put it in simple words modders can create a mod from scratch but as soon they use the creation engine to put that mod into the game it becomes bathesdas property wich is why bathesda is able to cash in on free content that any modder creates, and to shut them up they give the mod creator a fake title of royalty fee but truth is that the content was bathesdas all along.

Not that bathesda couldent do this without the modders permission, but they just do it this way as a PR stunt and not look like the bad guys and give a sense of trust when in reality bathesda is destroying the moding community along with most modders trying to make a quick buck.
